Probably about as rare as other purples. I get them fairly often from Provisioning writs, have you tried that?

you dont exactly need to craft them, just to own the finished product, so look to buy/trade some

I have to lvl50 provisioning characters and have had no problem finding multiples of the writ recipes.

Just look in a guild store, should find whatever you need.

On PC I regularly 'steal' purple Recipes and Motif's, I find them far more often by stealing rather than normal looting. :)

Aye, I get them from writs all the time.
As for the actual food and drink, you don't have to craft them yourself, as long as they are crafted by Someone. There might be some on guild stores or perhaps a friend or guildie can help you out until you get the recipe for yourself.

Go around your V10 zone. Fund locations with desks, nightstands, trunks or urns. Or lots of humanoids to kill.

You will either find the purples or at least the greens you need to do the writs (though I believe those are all V5).

Its RNG, sometimes you get two purple recipe per week, sometimes weeks without any. They are definitely more rarer than gold tannings.

I've got 6 provisioners who do max level writs (I would have 8, but 2 of them aren't VR1 yet, so the highest level provisioning writs they can do are rank IV), and I'd say I get a VR10 purple recipe as a writ reward about every other day, give or take. I don't think I've ever received one outside of writ rewards though.

If you port to Coldharbour and complete the quest "The Hollow City" (talk to the Groundskeeper near the south gate and choose the second option to skip the quest) you can do Rank V writs on any level 6 or higher character with a high enough rank in Provisioning :)

There are 6 tiers of writs for Provisioning. Which one you get depends only on how many ranks you have in the Recipe Improvement skill (Recipe Improvement 2 for tier 2, Recipe Improvement 3 for tier 3, etc.). Tier 5 has one additional requirement: You need to have the quest "The Hollow City" completed (talk to the Groundskeeper near the south gate of the Hollow City in Coldharbour and choose the second option to skip the quest). Tier 6 requires your character to have reached lv 50/be of veteran rank.

Tier 1 requires you to deliver your goods to Auridon/Stonefalls/Glenumbra.
Tier 2 requires you to deliver your goods to Grahtwood/Deshaan/Stormhaven.
Tier 3 requires you to deliver your goods to Greenshade/Shadowfen/Rivenspire.
Tier 4 requires you to deliver your goods to Malabal Tor/Eastmarch/the Alik'r Desert.
Tier 5 requires you to deliver your goods to Coldharbour.
Tier 6 requires you to deliver your goods to Craglorn.

It doesn't matter where you start the writ.

Really? I always thought you couldn't do rank V writs until you got the quest that sends you to Coldharbour, but if it's actually the "talk to the groundskeeper" quest that triggers it, then I'm soon going to be doing rank V writs on those 2 characters! Thanks @GaldorP, I'm going to try this later!

I get quite a few of both going through delves (looking for dwemer bits).

I have 2x as many purple drink types as food (v1,v5 and v10). on my V8

My V14 who got translated from old to new system ended up with pretty much all V5 stuff. He got V10 stuff pretty regularly from delves and stealing, but only has 1 V1 drink and no food.
