Two ESO Live's ago, a developer from Zenimax mentioned that they were going to increase the cost of sequential dodge rolling, and the reason behind this is because currently stamina players are able to crank up their max stamina to insane amounts and are able to roll dodge all day because of it. This grants them high damage while at the same providing them with high defense, and this is something that Zenimax thinks shouldn't be the case; which is why they're increasing the cost of dodge roll spamming.
I completely agree with Zenimax. I believe that there should be a balance, and I do like and agree with the changes they are making to roll dodging. However they aren't being consistent with this philosophy, because in it's current form people are able to shield stack while at the same time dish out insane damage. This makes high damage magic users nearly unstoppable with a shield stacking build. If we're concerned about balance between offense and defense this mechanic is incredibly broken.
My suggestion: make all damage shields scale off of your max health (or remaining health). This will make damage shields more rewarding for those concerned with survivability, and less rewarding for those purely focused on damage.
