Where can i quest now? VR4

First off, apologies if this has been asked a dozen times before, but here goes.
This is my first character, finally got it as far as VR4. I am doing Cadwells Silver. Now ive gone around Eastmarch, Riften, etc etc, and now im being told to jump onto a cart and go to Calgorn (apologies if not spelt correctly, not ingame). Everything there is VR11 etc.
My plea is, is there anywhere else i can go to try to level up, or is it an eternal grind from now on? i cant seem to get to the other areas on the map.
Any and all help appreciated.

DirtySmeegs33✭✭✭Finish main quests in silver (cadwell's almanac in your journal) then you will go back to harbor age and head to cadwell's gold to experience the third alliance and their Zones.0

Yeah, ignore the cart for the time being. Continue on and finish that second faction's zones, then carry on to the third faction. Altho you have to do more than what's just in the journal to actually get your levels in those zones.
Craglorn cart quest just gets you to the area but I'd save it until after you finish the 3rd alliance.

Master_Fluff✭✭✭✭Just finish the Silver quests (you can check which ones are left in Cadwells Alamanac) so you can go to the Gold zones. Daggerfall Covenant for you, since you are Dominion.Halcyon Black0 -
Elephant42✭✭✭✭No harm in taking the cart ride and doing the initial quest at Belkarth. Perfectly safe and you will need access to it anyway if you get any crafters doing writs at max level.

This is good advice. My low VR crafter frequents Craglorn for the Provisioning writs.PC NA
