isn't there supposedly going to be a 2nd part of the Justice system where players can be Guards?

I'm asking if there will be a skill line similar to Legerdemain for the Guards.

You are assuming they still have plans to implement the second part of the Justice System. We haven't heard anything about it. First, they will have to figure out a way for it not to become a 24/7 grief fest.

The original plan for the justice system was to have two parts: the criminal side and the enforcer side.

The criminal side is what they added to the game, we can only hope they intend on going through and finishing it with the enforcer side.

For those unaware, enforcers are players who become town guards. The originally proposed idea from zenimax was that enforcers would have to wear a specific tabard that would identify them as enforcers to other players. Once the tabard was equipped, enforcers would be able to see which players near them had a high wanted bounty, and would be able to openly attack those players (the criminals). Criminals, likewise, would be able to attack anyone wearing an enforcer tabard, and their sneaking/stealth would work when near enforcer players so that they could avoid being seen.

I really hope they go ahead and add the enforcer part of the justice system, it would create same-faction pvp with some content behind it. I would also hope that, like criminals, enforcers would have access to unique areas (Guard barracks?) and a skill line and abilities befitting a guard - throwing nets, torches to spot stealthed players, and the like.

Pretty sure there won't be enforcers. When this idea was mentioned in the forums the PVE crowd got pretty upset about it...I was one of them. I doubt we will see PVP go into PVE zones, and given the attitudes I have seen in recent threads about the CP system and IC I think it would ruin the game for a lot of people.

Player enforcers look wonderful on paper, but would open a can of worms.if implemented. Not saying it wouldn't be fun, but as it stands the justice system favours neither PVE or PVP players. If it did come in, PVP players would gain a big edge. I can see how much fun it could be for PVP guys and gals...but it would suck fun out of the game for PVE players.

But the justice system could still grow...a thieves guild questline would be really nice for example.

In my speculative opinion, it's still coming. About 4-5 ESO Live shows ago the dev they interviewed in the show was asked what she was working on. Her reply (not verbatim) "Justice system stuff. Lots and lots of justice system stuff. We have a lot more coming for it."

This was the dev that was "responsible" for the treasure chest location choices. I forget the exact episode.

That's easy. Don't get caught being a criminal, and you won't get griefed.

In other words, only stupid criminals need have anything to fear.

Unfortunately you are correct, only because there are few on the forums who will quit QQing to even TRY it on a PTS. They could come up with a solid system and people will still find something to complain about before anyone knows if it is actually any good.

I got one would welcome the second phase with open arms only to get players to actually interact with each other outside of Cyrodiil.

    OMG I love this idea!

I despise the PvP in ESO but this idea is great. It is balanced. If you break the law. You get bounty. You get hunted down.

Plus it actually makes the economy really mean something. All people do is still for their gold with ease and little consequences.

This implementation would make gold not easy to get. Needs to happen now. Really do like this idea.

To answer the original question, yes, the Enforcers are supposed to have a skill line of their own.
