PvP scales the stats of anyone who is below veteran 1. Check your Magicka, Stamina, and Health when you're in Cyrodiil. The reason vets are "squishier" is because they have around half the health you do. When you get to Veteran 1, you'll lose the stat scaling.

I'm interested in this...
word on the street is that once you hit VR1 you become seriously gimped by the fact you get no scaling boost. So am I to understand that a boost will be applied to balance out the gimped state of a VR1?
