how do some people charge there bows up

I was with a bunch of people and one of them was charging the bow up and then they would kill vet3 enemies and bosses in one hit. It looked like they were blocking every second to charge up?

NBAballar18✭✭yeah I'm pretty sure he was V3 and he was literally not aiming his bow just letting it with both hands then bring it down kept doing it like 6 times and it would glow blue then he would shot it and kill a V3 boss with full health and the advanced shield in one shoot dead0

He was exploiting the bug with camouflaged hunter from the fighters guild line. The animation you saw was him recasting the buff over and over again to stack the damage bonus.PS4 / NA
