Cyrodiil's Crest Heavy Armor Set

How do I get the Cyrodiil's Crest Heavy Armor set? I am playing on Black Water Blade; a level 20 character. I received a piece of the armor at which was level 20, but the Elite Armor Vendor only has Vet 13 (I think). Are there any other ways to get this?

✭✭✭You can check guild stores but they may not have it in for your level. The heavy Armor vendors at each of the gates may sell it as well. Otherwise, you may be playing the Rewards for the Worthy lottery and hope you receive pieces for your level.
If you like the set, you should wait until you reach the VR levels if you decide to purchase it otherwise you will out level it too quickly.1 -

That is what I suspected, but just wanted to confirm. Thanks for the feedback.

Jaerlach✭✭✭Blackwater blade can create many items at levels they can't otherwise exist. You always get rewards at your own level, and top 2% still get masters items which otherwise only exist in dragonstar arena.

TheLastOfUsMNSoul ShrivenAnother way to get these is by doing quests in the Alliance war. While earning Alliance Points and ranking up in your Alliance, you will earn rewards in your mail which may include rare items. I just received the Pauldrons of Cyrodiil's Crest last night by doing this. I'm actually pretty impressed with the way the Alliance War works. At a lower level (specifically in the 20s, like myself) you can complete some fairly easy quests and level up at an astonishingly fast rate.
I also generally don't purchase any game subscriptions, but I'm loving the benefits of ESO Plus.
