it depends a lot on your build and what you got for the rest. They are simular to eachother. so pick the effects that are better for your total build. It is easy to say that you should go for magica and magica recovery. But maybe your passives, food and mundus is allready getting them close to the cap and you should actually got for e.g. spell damage.

    mix of both works best.

1- cant craft rings/neck. you might want a 5 pc set out of those that is dropped/bought via AP

2- Some PvE sets are pretty good and dont have any crafted counterpart. Look at monster helm/shoulder for example

3- Crafted sets are great overall + gives you the chance to customize the motif and get specific traits.

4- Only using crafted set limits you in terms of builds.

The best set is the one you can actually get.
Everyone knows the phenomenon of trying to hold your breath underwater - how at first it's alright and you can handle it, and then as it gets closer and closer to the time when you must breathe, how urgent the need becomes, the lust and the hunger to breathe. And then the panic sets in when you begin to think that you won't be able to breathe - and finally, when you take in air and the anxiety subsides...that's what it's like to be a vampire and need blood.
