Can't Find Warlock Sash?

I've searched every guild trader imaginable, checked in with everyone I've encountered, and scour every mob drop.
I cannot find this sash. I've seen screenshots of it, yet have never seen it for myself. Is it not implemented yet on console, or is it only for vet 12? Even then, I still can't find it...

The sash for the warlock set is VR12 only, as are the shoes.1
