Why is Imperial Armor rare?

Why is the imperial motiif solo rare when every merchant, soldier, and merc is wearing it or using its weapons?
Even the skeletons are wearing imperial.

Its rare for the same silly reason that Imperials are rare (despite being the most well travelled and cosmopolitan of peoples in Tamriel). Darned if I know why, tho. Maybe something to do with the Imperial Edition and the ability to convert items?Lag is ruinin' my 'mershun!
