@SC0TY999 very much not the case. Consoles have entirely figured out the zerg and there are plenty of players at or above level 49 (at least on PS4 NA anyways). There is some lag issues because of it, especially when it gets to 50+ people running into a confined area and the synergies and what not start dropping. But i have only been entirely lagged out a handful of times so it actually has been pretty good overall.

To OP I would definitely say your lag issues are on your end most likely, especially if it occurs when no one else is around. Lag never happens for no reason at all, otherwise it is not lag. The only other source of "lag" might be a frame rate issue and perhaps you need to look at your graphics settings and tone them down as it could be that your PC just isn't keeping up. Otherwise I would look at how often you reset router, who your ISP is and what kind of service they are actually providing, and what kind of router you have. Just some thoughts. I have friends that play on PC and they all told me these were some of the biggest considerations and after addressing them they do not have any lag problems save the rare occasion.
