Why are the Docks Pink?..

Before anyone says its my specs here they are:
i5-4690k
Msi GTX 970 gaming 4G
Windows 8.1-64bit
All my drivers are current.

I recently downloaded the game and the Docks have been this way since i started playing. It is ONLY the docks and only most of them. I would say about 80%. Has anyone had this problem? Did a file just not download correctly?

EDIT: PROBLEM FIXED

This is happening to me with character models... everytime i change gear or talk to an npc, we both look like the friggin silver surfer...

i have tried everything i possibly could think of to try and fix it and have spent more time looking at forums than i have actually been able to play and enjoy the game. It's a very unpleasing annoyance that is making seek out another game to play. This is the only game out of like the 200+ games i have on my desktop that does this. Although if i find a legit fix i will also let you know.

I saw some of your pictures. You look like you've got it really bad. Mines just an annoyance whenever im near a dock.

Did you do a Repair from the launcher?

I do not know if you included that in "everything you could possibly think of"

Your object shader cache file could be corrupt. Try deleting the file ShaderCache.cooked and restarting the game.
The default paths for the PC are
NA servers %HOMEPATH%\Documents\Elder Scrolls Online\live\
EU servers %HOMEPATH%\Documents\Elder Scrolls Online\liveeu\

I didnt know there was a repair option. They put it in an odd spot but i was able to find it and it did fix the problem.

I have tried the repair option as well and it did not work. I just uninstalled and did a fresh install and so far so good. Hope it actually fixed itself in the long run. Have fun playing the game because i know i will now!
