140 bounty for healing a guard?

So a guard was attacking a player, I healed the guard by mistake because I had the healing staff equipped, with regeneration assigned to the "B" button on xb1.

I mashed B to exit the pause menu then I accidentally hit regen. By luck, a guard was attacking a player near me, I accidently healed him now I got 140 bounty.

This isn't a complaint as much as I wanted to share this. Shouldn't that be more good citizen?

You healed the player, not the guard. Any action you take to help out a criminal player, no matter if it's by accident, incurs a bounty. You have the option to turn the entire system off if you so choose, then you won't even have to worry about it.

Pretty much what what was just said. ^
Besides AFAIK you cannot neither hurt or heal the guards. They have around, what? 256k hp? Yeah. I don't exactly recall if I ever tried to fight them back since I haven't got into this situation yet as many times tho I remember a statement that I've read here on forums that they are unkillable.
Today we make our stand. Today we take back the Ruby Throne, which is ours by ancient right and the blessings of the Divines.

Not quite all the way off.

I was questing in a city that you need to clear out to get the "safe phase" and some good guys were fighting some bad mobs. Another player and I engaged them all at the same time I did but I guess he did not have "allow harming of innocents" turned off so he damaged the guard, and since he currently had a HoT on him from me I was also given a bounty.

I am fine with and don't really care, but there is no complete "opt out" 100%.
