12 man bosses in the Imperial City?

I keep trying to find an answer for this, does anyone know if there will be 12 man bosses wandering around the Imperial City or Imperial Sewers? I know on the ESO live episode today they showed a 4 man one, but can they get any harder than that, requiring full groups?
