You can buy things like colossus bars and harvester silk + VR16 runes at the merchant in the IC sewers. As IC is also the only spot with v16 enemies, are non-dlc players even able to get v16 items by themselves? Are they stuck at v14 items? How are they supposed to get those mats without the dlc/buying it from a dlc player.

As mentioned in the article, we'll be releasing more info each week as we get closer to its launch. And, of course, there will be a whole slew of patch notes when this hits the PTS later this month.
What about existing pledges and Vet CoA? Will those be upscaled to VR16 aswell? I certainly hope so.

✭✭✭✭✭They've made it very clear, repeatedly and across multiple media, that you can buy the gear from other players, minus bind-on-pickup stuff. You don't need to have the DLC to get the new gear, but I don't really know what content you're looking to gear up for if you don't have the DLC. More Sanctum runs? They will be available in PvP chests as gear.Those can be deconned for mats.
They can be sold in Guild Stores, As well as deconstructed from gear there.
There are no New Material nodes in IC. There are no nodes there at all.
There is a Merchant that is available to IC DLC owners. Otherwise they get those mats the same way. Though they have access to monsters/ Treasure chests that drop said items.
It is not P2W. It is however easier for those with the DLC as they have more content.

If anything they have been pretty straight up with the contents of the crown store. Anything they said would NOT be in the crown store has yet to show up. They even went so far as to tell us way ahead of time that xp pots were definitely going to be in the crown store.
