Cyrodiil PvE is a ton of fun but a couple questions about the XP.

So I recently discovered the five PvE hubs in Cyrodiil and am Veteran rank 3. I started doing the quests at Veteran rank 1 and have not noticed the amount of XP or gold change (I am on Console and can't see how much XP anything gives me) I am wondering if they always give the same XP or does it scale to your level?
PS: It would be awesome if Zenimax would expand on the sand in Cyrodiil it feels closer to the other elder scrolls games than any other zone and would be awesome if they would expand that with more open world type features.
