You will never see children in ESO simply because leaving them out is easier than dealing with the ramifications of putting them in.

Hardly. Children would be immune to all damage and would be little more than set dressing.
I suspect the reason is more technical and financial than anything else. Models, animation, art, voice overs plus whatever quests they do. Adds time, effort, and storage requirements, and it might even impact performance.
NPC Children + Justice System? No thanks.
Characters in their underpants dancing around NPC children with (in)appropriate emotes? No thanks.
Frankly I'm more concerned about the people who want children in their games than I am about the lack of children in games.

You'd be surprised at the number of ESO players who would do nothing for hours except go town to town slaughtering children. We've already had threads started over a year ago whining because the dogs and cats in ESO can't be killed.

If you make them kill-able, the game rating would have to change. If you made them immortal, then sociopaths would complain about not being able to kill them. Eventually, players that live in a perpetual fantasy world would want to be able to either have kids or adopt kids. It creates a ton of issues that are most easily solved by not including them in the first place.
I would not like to see immortal children in game.
Not because I want to kill them; but because I do not want player characters interacting with children in any sort of sexual manner. Within the first 24 hours of ESO's launch, was unfortunate enough to see a player stripped down to underwear performing emotes for lewd purposes at the back of a horse.
It is better to keep children out of the game than have them in it for people to do such things to. Usually view anyone who asks to have them put in to be in support of seeing such things happen though.
