About 25 to 50 percent of the time cc break does not work on fear and it regularly bugs your character out so you can't move without using the crown store trick to free yourself.

I don't understand. If you're paralyzed or frozen in place by some affect, how could you block? You're paralyzed or frozen in place after all. If you can't attack, cast a spell or move, how on Nirn would you block?
Maybe I just don't understand the question. Are we saying that we want to be able to avoid taking damage from an attack when the entire purpose of the affect being cast on us in the first place was so that we HAD to take damage and could not defend ourselves?

Well Sparky, normally you need to see something scary to be afraid of it. So when you put your shield in between you and the fearing source then you no longer see it to be frightened.
So when the fearkyn throw the skull/fear projectile and it runs into a shield, maybe just the shield should be scared. Same thing with NB mass hysteria. When I block, I can't see the nightblade attempting to explain the rising cost of a decent education in today's society. Thus I fear nothing, my shield may be another story.
On another note, when you get set on fire then you should continue to burn until there is no oxygen source, no fuel source, or you are immersed in a vacuum or water. Additionally, said same fire should cause you to drop your weapons and cause increasing damage as cloth/leather and other flammable things will cause it to spread.

Because I am in a fantasy world where my magical shield has the ability to block stuff that a mundane shield wouldn't.
The real issue is that there isn't really any "checks and balances" to the combat systems. Being "feared" causes you to be completely vulnerable, incapable of doing anything. You can't break it even, like other CCs. It and the ridiculous "Steel Tornado" are an OP combination that Nightblades exploit to rack up kills. It's kind of pathetic and telling really that one class out of 4 accounts for 1/3 of the PVP kills. So whatever the solution is, the parity between classes has shifted to NB's being OP, and SOMETHING needs to be done about it. Make Fear cost more and be breakable, like other CCs. Reduce the radius of Steel Tornado. I mean for FREAKS sake, how on earth can a guy with 2 daggers cause damage to EVERYONE within a 72 foot wide circle. (11 meter radius ... ) The radius needs to be a more realistic 3 or maybe 5 but 11 meters? Come on! All NBs have to do is spam Fear and Steel Tornado and they win 90% of their fights.
