What is the "listening" active effect?

So, just browsing through my effects to see if my drink buffs were active and noticed one called "listening". Is this something new or something that shouldn't be there? Does that just mean I'm listening or connected to the server?

I noticed that too. Only happens in Bangkorai, and goes away when the Reachmen hagraven boss is killed. If I remember correctly. Been a while since I did that questline.

In Bangkorai this buff appears when listening in on the discussion between the ship captain and the city guard captain while hiding behind the rock.

Sometimes it vanishes right after, sometimes it doesn't.
Goes away on the next relog either way though.

Took me a few characters going through the quest to catch it.

I had that buff appear on me a while back and I noticed it in the middle of coldharbour. I'm also a pact member so it must not be unique to Bangkorai because I hadn't set foot there yet. It vanished at some point but I don't recall when.

I've had this bug while I was in vet zone Bangkorai, questing around and this Listening passive was involved in it.
It vanished after relogging.
