Army of Meridia - Had to Abandon Now Stuck

Ok so here is where I am at:

I saved the King and Vanus. But ESO didn't recognize me heroically saving Vanus, which is a bug that I read I needed to abandon quest then take it back again. So I did. This worked. Now it registers me saving both Vanus and the King. Hooray for me!

Now I need to restore the hollow city. It is registering me with 0/5 lights of meridia. Which after saving both Vanus and the King I thought I should have 2? I also have registered that I have brought 5/15 people back to the city. I have no idea as there are no markers or anything to suggest on where I can go to complete these tasks so I can move on the main quest.

I have been stuck on this for two days.

Any help would be greatly appreciated. If you need any more info I'd be more then willing to offer. This is n my third vet ranked character and have never had this problem before.

    Vanus and the king do not count towards the 5 lights. The quests that give lights are:

    Haj Uxith
    Library of Dusk
    The Moonless Walk
    Tower of Lies
    The Vile Laboratory
    Through me you pass into the city of woe:
    Through me you pass into eternal pain:
    Through me among the people lost for aye.

    Thank you. I did a couple of those quests and it progressed me through.
