What is the quickest way to rank up?
Is it PvP or PvE?
I have one character at 32 but I prefer my new character at 21 but the grind is starting to
bore me. I am unsure if it is mental but since lvl 20 this character seems to take ages to rank up
levels.

Leveling through PvP is exceptionally slower than PvE, but I had a lot of fun taking breaks for a level or two to just PvP.Daggerfall Covenant

I have been told that doing the pvp quests is very quick way of ranking up! But comes with a high risk as you can walk into a small army from a different faction.0

If you're not into grinding, PvE quests that are part of the main story line and the mages and fighters guild line will give you the quickest XP gain, along with clearing dungeons, dolmens etc.
