IC is 2,500 Crowns = ~$18.00.
It is most definitely not $20 or $25. I would say it is reasonable for newer players. For us veteran players that have been here since beta and early access/launch, we should be getting a discounted price (at the very least) on Imperial City and Orsinium.
You can quibble that the price could or should be five or six dollars cheaper, or even a bit more expensive. But it's certainly not a shocker.
$ 49.99 would have been out of line.

It is true that you cannot buy 2500 crowns, the closest is 3000 which leaves you with 500 you don't need right now.
However, keep in mind that another expansion is planned before the end of the year, and it's the PvE-centric Wrothgar that you most likely will be interested in, being a PvE player, so those 500 crowns won't be completely wasted.

it would seem like and extrmely bad business move to make people pay for something they have no control over getting into. Although still plausible. i just dont see that happening.
Considering it's $30 for a re-skinned horse, I think the price is very fair.

I think it depends on who you are.
Are 25 bucks a lot of money? Well they are if you still study or have a minimum wage job and come from a country that doesn't pay in hard dollars or euro.
Anyone else should easily be able to afford 25 bucks, its about what you have to pay to watch a movie in the cinema or entering a dance club in town. Heck, some cocktails already cost 15 bucks or more
Besides that, everyone who was subbed since day one until the transition happened, should have about 3500 crowns now so the DLC will be free.
What it comes to in the end is, if the DLC is worth it for yourself and that's a decision which everyone has to make for him / herself and therefore decide if its overpriced or not.
To me spending my crowns on something like dungeons or "gear updates" is not really appealing, but I sure would use my crowns for a decent housing DLC as this is what I am interested in.
Its like with alcohol or cigarettes, some people spend hundreds of dollars on it every month, others however would even think 1 buck is too much for that stuff.
In general however we can say that the days when additional content was handed out for free are sadly over, EA and Valve let their customers pay for everything extra these days and if ZOS goes the same road then I am sure they have their reasons for this as well.
As far I know, Blizzard is the only company that still hands out things for free, even their expansion packs, which is quite a big thing if you consider that many people always blame Blizzard for being greedy
It will be interesting to see how many people actually pay for the DLC and if future DLC´s will cost the same, less or even more money.
