What are "buff servers"?

I've been playing since console launch and I see the term "buff server" get thrown around often but I can't find out what people actually mean when they say this. I've tried searching but I get no satisfactory results, so I'd appreciate if someone could explain about them to me about "buff" servers, home servers and guesting etc.
From what I hear it's some kind of exploit but some people say it doesn't exist anymore.

You get buffs from pvp having emperorship in your alliance and scrolls and keeps.

Pvp has different campaigns for 7, 14, 30 days. Puff server(campaign) is where one alliance is dominating most of the time and other alliances have pretty much left totally. So assigning this campaign("server") as your main you'll get the buffs and rarely lose them.

This is going away in next big update to my knowledge. PvP buffs do not follow to PvE.
