Considering that they introduce a type of corpse looting in the game and access to the dungeons is dependent on the state of the campaign anything other than them giving me money to deal with that kind of BS is overpriced.
The only way I will consider to buy it now is if they confirm that I can go into the PVE Dungeons at any time just like normal dungeons.
That said I wouldn't have a problem paying $10-$15 for vet versions of the dungeons. I m just not interested in paying for ZOS inconvenient BS.

Yes, this... corpse looting, limited access... plus have to pvp to get inside, against no-lifers with hundreds of CP, ground out to just be able to gank.
The devs are just listening to the 1% who game this way...
Other than that, probably a good price, but unusable for the large majority of players. Strange management decision to say the least.
This has been going on for a long while, long long while. I remember when WoW dropped in 2004 and you could platform into the zones that didnt get opened up until 3 expansions later. I just think some players havent realized this until the past few years.
Imperial City isn't even a truly open content for all players. Even after you purchase it your faction has to battle to control it and have access to it. It is not like you pay your $25 dollars and can go enjoy the content anytime you want.
This content doesn't justify a DLC.
I say it's overpriced because it's only a pvp upgrade, if it had pve stuff to do i would say it's fair, but since I don't really pvp because the DC on the ps4 has no decent server for vet ranks, it's not worth it to me at all.

I have heard that you may have to fight your way in even that was a loose mention. I do not ever recall anyone stating that certain keeps need to be owned or a place needs to be controlled to access it. - free access to all

I see thank you for the source it is much appreciated. I will take your word for it on the translation. But i would point out that the first bullet point says free access to all followed by the control thing. So i would take it with a grain of salt. It would seem like a good idea to do the control thing if it was free to all. However, being that it is obviously not the case, it would seem like and extrmely bad business move to make people pay for something they have no control over getting into. Although still plausible. i just dont see that happening.

You are going the wrong direction with your dollar to crown comparison. Its common practice in microtransaction stores that the more crowns you buy the larger amount of 'free' crowns you gain.
To get a solid idea of how much crowns actually cost. You need to pay attention to the smaller packages. The 8 dollars for 750 Crowns and the 14.99 for 1500 Crowns.
And I just noticed youre an 'ambassador'....So of course youre going to defend ZOS on this.

Whether it be something free that they give, or double-your-money back for an defective product or perhaps a special thank-you gift for longstanding and loyal customers, most companies sometimes have to make sacrifices on the bottom line to ensure that the relationship with their customers remains strong, otherwise they might go to their competitors who do. Giving this DLC for free to those players or offering them a significant discount would go a long way into creating trust where previously it was destroyed.
As many of the founding players have moved on to other games due to feeling burnt out with what was on offer for a long time, this would be an excellent move to get them back into the game and perhaps more upbeat about what the future holds for it. As it stands now I get the feeling that many players are bitter about the way things have turned out. It is up to ZOS to turn that feeling around.

For me personally I think it's overpriced. I have less than zero interest in this game's PvP, and the PvE aspect seems relatively minimal, and if the rumours are true will still be limited by PvP.

Also for the people saying it's fair because it's cheaper than the $30 mount, please stop. That is the most ridiculous argument imaginable. Being cheaper than something else that's horribly overpriced doesn't automatically make it good value.

But it is! As long as you didn't spend the crowns they gave you as a thank you for every month you subscribed on other stuff, you should have enough to buy the IC.
So they did give it to you for free, they just gave it in the form of Crowns, that you had a choice to spend either on the DLC (which doesn't suit everybody's taste because of the PvP element) or on something else.
If you did the latter, that is your problem, not theirs.
