does where you wear your armor matter?

i get that the type of armor matters (light, medium, heavy), but does WHERE you wear it matter? (head, chest, legs, etc...). if so, why?

    because a helmet doesnt fit your chest as comfortably as it does your head.

    Yes.
    1.Different pieces have different armor values, Chest -Highest to Belt Lowest.
    You usually want to have large pieces heavy or medium if you go 5light/2 Something else. You want to have small pieces light if you want only 1 or 2 of them in your set.
    2.Large armor pieces(Chest/legs/helm) get the full value of a glyph when enchanted while small get only a fraction of that value.
    3.Dropped sets can have different traits on each piece and since some traits are completely useless the choice is important if you try to optimize.

    It doesn't matter where you wear which armor gear.
    It only matters how many of each armor type you wear but only as long as you have invested some skill points into Heavy/Light/Medium passives (in Armor skill tree - K).

    It certainly does. Wearing your armor in a dungeon is practically mandatory, while it may be considered overkill while banking or at one of the many hot tub parties found throughout Tamriel.

    I always wear at least 1 of each armor type so if I decide to change something at higher levels I can without having to level an armor from scratch.
    Light Belt/Gloves,
    Medium Shoulders/Feet,
    Heavy Chest/Legs.
    The helmet is usually whichever armor I plan to primarily wear more toward endgame. (this is all while leveling mind you).
    I'm probably doing it poorly, but it's worked so far for my characters so IDC.

    The head, chest and legs give the most armor and take full advantage of enchantments you add. The other 4 pieces give you much less armor and only a partial effect from enchantments.
