Error 108, 200, 201 again and again randomly, High Latency

When i try to login i am getting these errors again and again;200,201,108 randomly. I closed my antivirus program and firewall, also i gave all permission to eso. I talked with my ISP, they opened and didn't touch to ports. With luck if I enter to game, latency/ping values always 700-1000ms. I saw 8000ms. I tried these;
1. I run with admin
2. I deleted programdata folder
3. I made clean boot.
4. Firewall disabled.
5. Virus program was closed also not start with startup.
6. I repaired the game.
7. My ISP opened these ports long ago.

necrospiritusSoul ShrivenESO Support advised me to do this "First I saw you are using Kaspersky as antivirus protection. They have a function for checking the SSL conncetion. That is a live scan, that's why sometimes you don't get the error, because it only happens when the scan is running. It can not be swithced off. Even when you disable Kaspersky, it will run. Here is an article how to disable this function http://support.kaspersky.com/6271 ."
I disabled it but latency goes up down up down so I uninstalled Kaspersky and Problem solved.0
