If both you and your partner are in group together, wearing the rings and online you'll get the bonus. You don't even need to be in the same map for this to work.
Yes it stacks with the 10% XP bonus gain from ESO Plus to a 20% bonus, this was confirmed by ZOS in thread/ESO Live.
Hey folks! The ESO Plus bonus can indeed be combined with the Rings of Mara. And don't forget that there's the grouping bonus as well. So, yes, the bonuses do stack. Hope that helps.
i think i have it all down, but one question i still have.
When you group and wear the rings, how far away can you be from your group mate? Same zone? All the way across Tamerial?
From my own personal testing I only have to be online and in group with my partner, we both had our rings on and he was getting the bonus. I was in Cyrodiil he was in Reaper's March.
I don't have any proof of the matter only that our add-ons were telling us our experience was more than when we were ungrouped. I can run tests on this but it would have to be after the weekend as my ring of mara partner is away with his RL partner for the weekend.
