You should be given the quest by Shalidor when you go to any Mages Guild hall after hitting Guild Rank 2, or you should be able to go to the Guildhall in Wayrest (Stormhaven, DC), Mournhold (Deshaan, EP) or Elden Root (Grahtwood, AD) and get the quest directly from Valaste there...UESP: The Unofficial Elder Scrolls Pages - A collaborative source for all knowledge on the Elder Scrolls series since 1995
