It's always better practice to buff something before you nurf something.
This is so not true. Balance requires small, well-thought-out changes based on data trends. They can be isolated or sweeping changes, but as long as they have a foundation in the data they are justified. Jesus beam may be OP but if only a minority of players are using it then there isn't really a problem. If, however, it accounts for the majority of damage for that minority then you buff the other abilities while reducing the overused skill slightly. That is how you balance things, not by buffing before nerfing.
