You should be moving to Coldharbor now. Have you done the quest Messages Across Tamriel and organized a meeting of alliance leaders on the island of Stirk?

The messages across tamriel quest will be at the end of the alliance questline, in your last alliance zone. For DC King Emeric will give you this quest upon completion of To Walk on Far Shores. Maybe you didn't talk to him after that quest turn in, or maybe you didn't do all the main quest line?

[EDIT] Although this is older, it should still work. Back track through the quests (it shows you where you pick them up) and see where you accidently dropped off.

If there is no quest giver where it shows for "To Walk on Far Shores" look through and see what quest was previous to that etc. until you find where you are.

Although it seems a bit unlikely, I have the feeling that you could have missed out a complete zone if you were early 30s already when you entered Bangkorai.
The zones for the Covenant are (in correct order):
Glenumbra / Stormhaven / Rivenspire / Alik'r Desert / Bangkorai.

Some zones of the game (in all 3 factions) have gates/entrances to another zone which is not the next in order but one you usually come across much later. F.e. from Stormhaven/DC, you can access Bangkorai either per bridge or swimming where you get a loading screen on the way to Bangkorai. In EP it's Stonefalls to the Rift, and in AD it's Grahtwood to Malabal Tor.
This can be a bit confusing, so I thought it eventually could have been the case that you missed out on a zone and that's why you can't level up any further because of a lot of missing quests.

Dumb question, did you go straight from Rivenspire to Bankorai, skipping the Al'kir Desert (or vice versa?)

My friend and I did so initially, because looking at the map it appeared you had to get to the Desert via Bankorai (and we assumed it was the 5th zone)...we later discovered the ship...

Then you've likely still missed something, friend.

I was Level 35 halfway through Rivenspire. Have you done all the delves, public's, and group dungeons in each zone (and in the case of group dungeons, in the other two Alliances, as well?) (You can wayshrine to them)

*Dolmens and World Bosses, too?

Ok. But then I'm still surprised that your quest journal is empty, are you sure there isn't anything left from/for the main quest? To get to Coldharbour, you need to complete the Harborage quests as far as you can at that point. At some point around these quests you would get the info/quest to go to your capital city (for DC it's Wayrest in Stormhaven; my EP characters had to go to the Mournhold Mages Guild) in order to get a portal which leads to an island, and from there you get a portal to Coldharbour.

Edit: if there's really nothing left, try to go back to the Harborage to see if it would trigger something, you never know

I just checked out the quest here: http://www.uesp.net/wiki/Online:Messages_Across_Tamriel_%28Covenant%29 and I remembered that there's another part of the Harborage quest which you get at level 45. So it seems you need to go grinding up 4 levels in order to get the rest of the quests, which allows you to go to Coldharbour, too

You can get to Coldharbour without touching the main or guild quests.

Copper Dariah in the Daggerfall Mages Guild starts the quest to Stirk, but I've never touched that quest prior to VR1. Is 45 the minimum level to speak with Vanus Galerion to get the quest rolling?

Exactly, that's what I just remembered when I read about the quest on the page I posted above, you need to be level 45.

I had sonene group with me and i tp there. Im 43.4 now and thehollow city quest are almost done... i wonder wha i will do after.
