For a game that's based heavily on combat you would assume there would be a option to duel a fellow faction member. I personally would love this.

wildbear247✭✭✭I would REALLY like to see this feature implemented. I think dueling another player, regardless of faction, should be allowed. They could implement it like how it's done in Borderlands 2, in which one player prompts another to duel, and the opposing player has to accept before the duel begins. Initially they could implement this without battle leveling, then perhaps add that feature in later as an option for duelers to choose. Would also be cool to be able to invite nearby players to join the fray. Could create some very fun and random PvP battles throughout Tamriel.PC NA
