Solution for Block Cast Issue

We all know the reason for the new change with regeneration and block is due to block casting in Cyrodiil, causing big imbalance. However, their suggested solution is a wrong take on the issue. Many find block builds amusing, both in pve and pvp, but the problem at hand is being able to deal enough damage to kill other players at the same time. If one wishes to be able to block for a very long time, one should be permitted to do it, but it should also mean you can not deal much damage at the same time.

Therefore, a better solution would be to decrease damage dealt when block casting with a shield. Specifically shields as you are only able to permanently block with one, and it would mean players with staves, for example, would deal less damage if they block casted.

Let's say fifty percent reduced damage. This would mean you could still permanently block, but not benefit of the block while dealing decent damage. What about the fifty percent reduced damage in Cyrodiil, would that mean no damage at all? No, they would not stack, but the reduced block cast damage would apply to the number after Battle Spirit debuff.

100 DAMAGE / 50% = 50 DAMAGE / 50% = 25 DAMAGE.

This would be your damage in Cyrodiil if you block casted with a shield.

    Battle Spirit gives u a "reduced dmg taken" buff, not a "reduced dmg done" debuff, so that cant stack anyway.

    Like light attack weaving, I could see this becoming "Block weaving". I am not opposed to something like this though.

    Doesn't solve the issue of unkillable tanks tanking dozens of players for ages or one player forever, nor does it solve the boring "taunt everything & AoE" meta in PvE.

    I like more what ZOS is doing here.
