I would get yourself in PvP for a bit personally, because PvP in any game makes you a far superior player to the equivalent PvE player as it requires you to get a more in depth look at your powerset, the game mechanics and how it all interacts.
soooo im vet one have moslty green/blue gear and just cant seem to do vet dungeons, die quite easily. what im thinking is i do normal dungeons for better gear and the it will be easier, or are vet dubngeons just crazy hard ... also no one has mics plugged in so when, for example, you need to bash the cauterizers in crypt of hearts, and no one is communicating, makes it a lot harder >.<

One of the PC guys on here will probably be able to help you with specific builds, or at least general ideas of what you need for your class as far as PvE goes.
As for no communication, I fully suggest not running with pugs & instead trying to organise a group of friends instead, as most pugs are usually in party chat and not even connected to the group chat.

The gap of uneducated/ new to mmo players vs experienced mmo players is currently the worst ive ever seen in a mmo b/c people just arent learning the basics playing alone or with other randoms in queues. Usually a 'new to mmos' player will learn extensively just from watching zone chat or actually texting questions in zone chat when they start playing. Unfortunately with ESO on console there is now a huge portion of the player pop that is levling all the way up to Vet ranks without once talking to an experienced player. Eventually those that really want to learn will come here to the forums or will find a guild of experienced players, but ZoS has really set up a horrible divide for a new players ability to learn by excluding text.
