Imperial's red diamond skill passive

It say's it has a 10% chance to activate on melee attacks but doesn't mention if it's light and heavy attacks or also class/weapon skills that trigger it.
Anyone know exactly which?

On console, caltrop ticks don't proc RD or Ravager anymore.

I think on PC it still procs on all ticks but it's getting nerfed "soon".

On console caltops dosent proc anything. No camo hunter or red diamond.
