Just an idea - Naval Warfare

After playing through the naval battle between the Dominion and the Maormer in Greenshade, I have been wondering...

ESOTU have a decent system of land-based war in Cyrodiil, but lacks its naval counterpart. So, here I have a few ideas about developing this:

About Sea War Zones:
- Develop Sea War Zones.
- As I see, these zones could be naturally these three: the Abecean Sea (Covenant vs Dominion), the Sea of Ghosts (Covenant vs Pact) and the Topal Bay/Long Coast (Dominion vs Pact).
- Each Sea War Zone should have some islands to host owned and free ports/keeps or even a mainland port-city.
- The Abecean Sea has several islands (Cespar, Herne, the Chain, Stros M'Kai -already created- and Stirk -already created too-). This zone would not need any mainland city.
- The Sea of Ghosts only has two known islands (Bleackrock and Solstheim), but free coastal cities like Solitude, Dawnstar and Port Telvannis could be used instead. It is notable both Western Skyrim and House Telvanni are independent from the Pact, so Solitude and Port Telvannis are truly neutral ports.
- The Topal Bay/Lon Coast has one large island with no name between Elsweyr and Black Marsh (¿Topal Island?), one little archipielago with no name between Auridon and Greenshade and Khenarthi's Roost (already created).

About ships:
- Develop a few models of war and merchant ships for the Three Alliances: brigs, frigates and galleons.
- Create the possibility of purchasing different types of ships for players and guilds.

About new gameplay:
- The objectives of the new War / PvP zones should be: destroy enemy ships (primarily warships), capture enemy ships (primarily merchant ships) and capture coastal keeps/resources (similar to those of Cyrodiil).
- Players would play one of the following roles: combat in the deck (fight another sailors), gunner (fight another ships) and captain (leads the ship).
- Battles between ships could finish with destruction (through gunfire) or capture (through boarding).

About privateering and piracy:
- The player which have no ships should join a crew affiliated to his alliance (Covenant, Dominion and Pact navies), simply related to one (Covenant, Dominion and Pact privateers) or a free one (Pirates).
- Each ship should have a flag: Covenant, Dominion, Pact or Pirate one.
- The difference between privateers and pirates should be that the first only attack (and are hostiles to the) two alliances and the pirates attack (and are hostiles to the) three alliances.
