Ranique✭✭✭✭it was never broken.....
The issue is that you have to escort the silvenar to the spawningpoint. When there are people allready there, the guy doesnt spawn.
But ZOS has stated they cant hotfix this and need to change fundamental ways how the quest works. This include changing code on the client side, so it require an update.
