It's actually the majority of ALL keeps in Cyodiil, not just the ones that control Emperorship.
Also remember that population for Cyrodiil is dependent upon not only the Cyrodiil space but also players in Imperial City, so while an Alliance may flood into I.C. for the new treats, they will be leaving the Cyrodiil space for the enemy alliances. That is unless they make all new character and log them out in I.C. then log back into their other PVP characters and wait for it to flip
As PVE'ers we might not have a choice but to set foot in IC, if that is the only new content they release with V16!
See the island in the middle of Cyrodiil? It's there. You can walk there and see all the bridges ruined and guarded by daedra, the entrance will be through the sewers.Sounds like you may be right, the buff servers will just become permanent imperial city zones for the factions and they basically have solved nothing. Plus where is this imperial city going to be? I thought cyrodiil was the imperial city but there isn't any room to add in zone content to what they have now unless they change the map.

probably yes.
they need to implement a dynamic system allocating players into campaigns upon listing for pvp - creating/filling "new campaigns" only if the former ones are completly filled. otherwise if there is any kind of benefit in creating one sided campaigns they will be existing.
