Some weapon enchants are “this can only occur every X seconds”, so for these, it will reduce the value of X by the percentage of the trait effect.Everyone knows the phenomenon of trying to hold your breath underwater - how at first it's alright and you can handle it, and then as it gets closer and closer to the time when you must breathe, how urgent the need becomes, the lust and the hunger to breathe. Weapon enchants are only able to proc once every 3-5 seconds (not sure on the exact timer). This is to prevent the enchant going off on every attack.
