It wouldn't instantly make the V14 gear people have invested a years worth of time instantly sub-par compared to a V16 set. The Min/Maxers would have a new goal, and casuals would have a choice, grind or compete with a bit of a handicap.
This thresh-hold is subjective, I know. I think we are too far to the side of 'Levels = Power' right now though. Let the pendulum swing the other way a little and lets see what happens? Iteration is key, and I think this is one of the Core reasons why VR ranks are so disliked by the people who don't like them. It feels mandatory to level, and grind, due to the lack of power compared to settling at a lower VR.

But, this is a SOLUTION. Maybe not the best. Maybe not the most popular. Its how progress is made though.
Especially with large games with may variables. Iterate. Iterate on what? Core problems. Why do people hate VR's? 1)They feel mandatory... 2)they take a long time to earn.. 3)they are grindy...
Solutions:
1)Make them feel less mandatory via my OP.
2)lower the xp need per level (or get rid of them, both SOLUTIONS)
3)More content / More bonuses to pvp / better quest rewards & POI completion awards...
The whole point of this thread was to discuss a position that hasn't been discussed very much, at least from what I have seen. 2&3 of the above have been covered.
