Why is the reset time for fencing different from the reset time for writs

A couple days in a row I've gotten on later around 10 pm EST and did some fencing finished the writs and then I'll notice that the writs have reset and check the fence and even though I finished the fencing first only the writs were reset.

Fences for me have always reset at 11pm est. It's kinda nice to know what time it resets so you can keep track of it when stealing stuff.
As for the writs, I think the countdown for those starts after you hand one in and that is why it has a different reset time.
Far too many characters to list any more.

Yes but why is it different? Is there a point? Is there a specific time that the writs or fencing resets or is it on a timer?
