How on Earth would you get to that and the endgame content without doing quests? What would they be doing? Crafting? Wandering around and fighting monsters? PvP?
so you would pvp until you ht level vr1? Don't you think most people, who haven't played, more than 28% would be doing quests that my level 19 just did? I do. Otherwise it seems like they designed a CoD with swords if no one is going through the story... 72% of people that is.

Again, I shouldn't have to explain this to you, but not everyone plays ESO for the quests, storyline, or lore. Some people just want to get to max level as soon as possible and either PvP or do endgame trials and dungeons.
That's one of the best things about ESO, you don't have to play a certain way in order to enjoy the game.

Am I bragging? I'm questioning the game that I just started playing in trying to figure out how people play it... Sorry some of you assume that I think I'm the best because I completed a quest and now am asking why it's only at 28% completion.

Chasing Shadows, Main Quest line
Takes place in a unique location for each alliance.
Perhaps the game divides it into three different quests (because they would all have separate objective locations) but still tallies the completion percent from the overall playerbase. The missing % could be made up of characters in other alliances that will never be able to encounter that version of the quest.
That is my speculation, not really compelled to look further into what is really going on with the mechanics.
Anyone who has decent social skills in real life, I doubt come here to dedicate their lives to internet forums in trying to get a rise out of people they don't know...
I post so sparingly in these forums, and I have 4 people on ignore already. When I post, I'd say about 3/4 of the responses don't even pertain to the subject.

Assuming OP is on ps4, I think the point he was trying to make is that he believes the completion rate is surprisingly low considering the level of the quest. Keeping in mind he's on console, I understand where he is coming form. Since this is an elder scrolls game, I'd be really surprised if a majority of players with no pc background are just grinding mobs until v14.
That being said, I held off on all main story quests until I hit level 45. I haven't even started the fighter or mage guild's quests and I still have to do all the dungeons on normal(which is going to be a female dog since group finder only queues me for vet dungeons now). So there is a large possibility that players are simply exploring the world and not teleporting to the starting area every 5 levels.

Not only that, but because they will scale up to your level (including the scaling of the rewards), it's not uncommon for people to wait to complete the main story quests so that they can do them at a higher level.So just because that particular quest is available at level 15 that doesn't mean people will do it at level 15 or shortly after. To add to this, some people might of quit before getting this far. Also, some of us had character transfers and haven't made a new character to go through the story again.
