There could quite easily be 2 more classes of two-handed weapons. Polearms, and Spears. Assuming everyone takes Heavy Weapons, one could modify the passive in the following manner:
Spears: up to 3/5% higher attack speed
Polearms: 5/10% Critical (can't remember if weapons use % or integer ratings)
I'd love to see it. Also, this is one of the reasons I love Morrowind so much.

Javelins for 1H/S - Nothing, it's being used with a shield.
Javelin with Dual Wielding - Increases attack speed and reduces cast/channel times by 2/4%
Polearms for the 2H Line - Increases range of all skills by 2/4 meters, and increases Critical Strike Chance by 2/4%
