Are Gamepads natively supported these days?

Quick question that seems difficult to find an answer to. Particularly now with the release of the console versions of ESO, I'm curious if there is native support for gamepads on PC, or if I'm still needing to install 3rd party tools that I need to configure.

There is not native support for controllers on PC yet.
