
Reflects back any harmful single target spell for X seconds...The bubble that is cast on you by the resource mages is definitely broken, and will for instance reflect ultimates, including Dawnbreaker, yet not actually consume any ultimate.

I know this as I killed a vampire, as a vampire, when I reflected his procced silver shards back at him thanks to the bubble.
Basically, if you need to aim it at an NPC or PC to toggle it, it will be reflected. Not quite sure how DB works though if it does reflect.
