You dont need to beat him in order to enter Cyrodil, you can do that at any time when you reach level 10.
As for beating him, make sure you have the shards and its not that hard. Check google and there are quite a few articles on the fight

✭✭✭✭✭Even if you don't have the Shards, just stay back and use Ranged Attacks and let the other NPCs handle the fight.Enjoy the game, life is what you really want to be worried about.
