Vampire magicka regen + minor intellect?

Does anyone know if the vampire passive supernatural recovery (+10% magicka and stamina regen) stacks with minor intellect (+10% magicka regen)? The tooltip for the vampire passive doesn't reference any minor buffs so I'm wondering if it sits outside the major/minor buff system..
