Getting kicked out every few minutes message reads "you have been dropped from the server because you hit the message rate limit. Please avoid excessive messaging (I.e spamming)". I haven't sent a single message?

traigusb14_ESO2✭✭✭✭✭it is actually your client spamming the server with updates or requests (messages) not actual messages from you.
I used to get this all the time in PC beta when I fell through the world into the bottomless pit.
Sounds like you aren't staying connected to the server well, the messages build up, then all hit at once.
