Does Battle Leveling apply to veterans?

The patch notes are very clear that all campaigns will be Battle Leveled, but they don't specify if it will only be applied to non-veteran ranked players or all players. Any confirmation?

    The only thing that has changed recently is that consumables will now battle-level with you if you are already battle-levelled. Battle-levelling for Veterans is slated for the next major update.
