I assume you're talking about non-vet Wayrest Sewers, right? A couple of friends and I have 3-manned quite a few of the non-vet group dungeons with no problems, and we're not exactly hardcore players. If the 2 people in question were actually good players, then I'm sure it would be no problem to do all of the non-vet ones, and even most of the vet ones could be done with some difficulty.
There are a couple of vet dungeons that have mechanics that pretty much require 3+ players, though. Off the top of my head one in particular comes to mind:
Wayrest Sewers - there's a boss that raises a random player in the air, and the only way for that player to stay alive is for one player to go and activate an altar on the left, and another player to go and activate an altar on the right.
