Can a player cast spells on other players in a city?

Ill try to make it clearer, a player that I have stood next to in a city suddenly does some thing, not sure what, at which point my character has drawn a weapon (not always the main one) and at the same time been enveloped in a green coloured trail.
Hope I have explained this well enough for some one to understand what I am on about.

Sleep✭✭✭✭You can be healed or buffed by other players anywhere. You can also use synergies. But there's no PvP outside of Cyrodiil. Maybe you were healed by Regeneration or Templar healing skill.0 -

Yes I guessed it was a joke from day's gone by. Never played these types of game then, my online experience derives purely from Vietcong through to COD1 and 2 on the P.C. As you will appreciate a completely different type of game play.
It appears having read your answers, I may well have been healed and not violated then (More the pity, Joking!)
It is what I like about ESO, some players take there time to help lower lvl players.

✭I have people cast heals on me all the time when i'm in town. The fist thing I do afterward is attack the nearest person and then pop an invisibility potion.
It really is funny watching the guard all run and attack them...
In my defense I'm teaching a valuable lesson and reducing spell particle effect spam for everyone.

Cry_Wolfe✭✭✭Templar spell "Restoring Aura" makes people draw weapons iirc, also the PvP spell that increases run speed.0
